The city fares better than the inland Central Otago towns on the same network because its dense population spreads the network cost across far more connections, which keeps the distribution component of the bill in check.

The cost driver in Dunedin is not extreme frost but the long, damp, cold winter. Cold runs for a big chunk of the year, and the real problem is holding that warmth inside the house rather than the temperature outside it.

In an older villa this often does more than turning the thermostat up. A dehumidifier also helps: drier air feels warmer and takes the damp edge off, so you lean on the heaters a little less.

The other steady costs are worth a look once heating is under control. Hot water is typically a quarter to a third of the bill, so a night rate for reheating and a sensible cylinder setting help. A heated towel rail left on 24/7 costs about $200 a year, which a timer solves, and idle-device standby load adds a few percent on top.
