Gisborne power prices: what to do when the rate is the problem

Gisborne has one of the highest electricity rates in New Zealand and one of the mildest climates. At 48.3c/kWh it is 15% above the national average of 42.0c - sixth-highest of the 42 centres MBIE surveys - in a place where you barely need to heat.

That combination points somewhere specific, and it is the opposite of the advice that applies in a cold southern city. In Gisborne the problem is the price of a unit, not the number of units. So the question worth asking is: what is each unit avoided actually worth here?

Why the rate is high

Tairāwhiti is served by Firstlight Network, and the region is close to a worst case for distribution economics: a large area, difficult terrain, a modest population, and limited interconnection with the rest of the country. Lines have to be built, maintained and repaired after weather events regardless of how many households they serve, and here they serve relatively few.

That is the same mechanism that produces cheap power in Christchurch and expensive power in Balclutha - it simply lands at the expensive end here. The full regional table shows the pattern across all 42 centres.

Every saving is worth more in Gisborne

A high rate has one useful property: it improves the return on every efficiency measure you take. The same job, done in Gisborne, saves more than it does nationally - because the units you stop buying cost more.

Not every row applies to every house - you have to own a second fridge for retiring it to save anything. But the direction is the point: efficiency work that is marginal elsewhere is clearly worthwhile here, and the payback on anything you buy to achieve it is correspondingly shorter.

What to prioritise in a mild climate

Because heating demand is modest, the Gisborne list looks different from the southern one:

  • Hot water first. With heating minor, the cylinder is usually the biggest single load. A wrap, a 60°C thermostat and a controlled night circuit are cheap and permanent - see the cylinder page.
  • The always-on loads. When nothing dominates the bill, the things that never switch off take a larger share - the towel rail, the garage fridge, standby across the house.
  • Cooling, not heating. Gisborne summers are hot. A heat pump used in reverse is the efficient way to handle that, and far cheaper to run than most people assume.
  • Lighting. A house still on halogens is an easy, immediate win at this rate, as the table above shows.

Solar makes unusual sense here

Two factors multiply. Gisborne has among the highest sunshine hours in the country, and among the highest electricity rates. Solar pays back by displacing power you would otherwise buy - so a high rate shortens the payback directly and proportionally.

The lever within your control is self-consumption: power you use as it is generated is worth the full retail rate you avoid paying, while power you export earns a much lower buy-back. Low-user still holds up here

Nationally, the low-user plan has been losing its advantage as the regulated cap on its daily charge has risen. Gisborne is one of the places where it often still wins, for the simple reason that households here use less than the average.

The local gap is stark: $1.62 a day on low-user against $3.81 on standard, with standard's units 10.0c cheaper. That is about $801 a year more in daily charges, which the cheaper units only recover past roughly 8,019 kWh a year.
