The Wairarapa has the widest temperature swing in the lower North Island, and Masterton sits in the middle of it. Summer regularly pushes into the thirties, dry and still. Winter brings hard frosts across the valley floor. Most of the country has one uncomfortable season to plan for; Masterton has two, pulling in opposite directions.

The town is on Powerco's Wairarapa network, and the rate sits at the dearer end of the national range. The reason is the shape of the district rather than the town itself: a large rural area with long stretches of line running out to farms and small settlements, and a modest number of connections carrying the cost of all of it. Masterton households are, in effect, sharing the cost of a network built for a whole valley.

Winter is the expensive season. Wairarapa frosts are the still, clear, radiative kind that settle overnight and take until mid-morning to lift, and those are precisely the conditions in which a heat pump gives back least. It remains the cheapest way to heat a Masterton house by a wide margin, but the gap narrows on the coldest mornings, and a unit that was sized for a mild day will struggle on the days that actually matter.

The housing stock compounds it. A lot of Masterton's homes are older timber villas and bungalows on generous sections, built long before insulation was a requirement and often still without anything under the floor. A large, leaky house with high ceilings is expensive to heat regardless of what you heat it with, and heating only the rooms that are genuinely in use is often worth more than any appliance decision.

Then summer inverts the problem. Those same still, dry conditions that produce hard frosts in July produce genuine heat in January, and cooling is a real cost here rather than an afterthought. Anyone running a heat pump in reverse through a Wairarapa summer should know that each degree cooler is meaningfully more expensive than the last.

The rural edges add loads that town advice tends to skip. Water on a lifestyle block usually means a pump, and a pump on a leaking line runs far more than anyone realises. Deep freezes, workshops and second fridges are common. These do not feel like decisions, which is exactly why they never get reviewed.

Because the rate here is high and the swing is wide, it is worth modelling both ends of the year rather than assuming winter tells the whole story.
