Dunedin power prices: an average rate meets some of NZ’s coldest housing
Dunedin's electricity rate is unremarkable. At 42.4c/kWh it is the 12th cheapest of the 42 centres MBIE surveys - comfortably in the cheaper half, and below the 44.0c median.
It reads as 1% above the national average of 42.0c, which looks like a contradiction until you know that MBIE's average is weighted by consumption rather than being the midpoint of the 42 centres. Either way, the rate is not what makes power expensive in Dunedin.

The same rate, three different houses
Every row below pays exactly 32.6c/kWh and the same $1.59 daily charge. The only thing that changes is the house and how it is heated:

Why the housing stock matters so much here
Dunedin has a large stock of older timber villas and subdivided flats, much of it built long before insulation was a requirement and a good deal of it never retrofitted. Combine that with the southern climate zone - the longest and hardest heating season in the country - and you get buildings that need a lot of heat and then lose it quickly.
That is why the standard advice is sharper here than almost anywhere: insulate before you upgrade the heater. A heat pump in an uninsulated villa is heating the outdoors efficiently. Ceiling insulation, underfloor insulation, draught stopping and lined curtains all reduce the heat the building loses, which is the only variable that makes every subsequent decision cheaper. Damp, and why it costs money
Cold houses in a cold climate get damp, and damp air is both more expensive to heat and less comfortable at any given temperature. That is why a dehumidifier is close to standard equipment in a Dunedin flat - and why it is worth knowing that it is a poor substitute for ventilation and extraction, which cost nothing to run.
One Dunedin-specific detail worth flagging: because so many bedrooms here go unheated, an electric blanket is one of the highest value purchases available - a few dollars a year against many times that to heat the room.
If you are renting
A very large share of Dunedin's housing is rented, much of it to students, and much of it at the older end of the stock. The Healthy Homes standards are the relevant lever, and they are obligations on the landlord rather than suggestions:
- A fixed heating source in the main living room, sized for the space - plug-in heaters do not satisfy this.
- Ceiling and underfloor insulation to the required standard where it is physically possible to install.
- Extraction in kitchens and bathrooms, venting outside.
- Draught stopping of unreasonable gaps, and drainage and a ground moisture barrier where applicable.
If your flat is missing these, that is worth raising before winter rather than absorbing as a power bill.
The rate has moved more than most
Dunedin's rate has risen about 61% in the five years to May 2026, up from 26.4c - one of the steeper increases in the country over that period, on the Aurora Energy network. Combined with a heating season that does not shorten, that has made the insulation and heat-source decisions above more valuable each year, not less.
