Thames sits at the base of the Coromandel Peninsula on the edge of the Firth, and its power bills are shaped by three things: a mild climate, persistent humidity, and a housing stock with a lot of history in it. Winters here are short and gentle, so heating never dominates a bill the way it does in the south, and the items that run all year take a proportionally larger share.

The other local factor is occupancy. Thames sits at the entrance to a peninsula full of baches, and the town itself has a significant share of holiday and part-time housing. A house standing empty still runs its fridge, still holds its cylinder at temperature, and still powers whatever was left plugged in. Over a month that adds up to a bill for a property nobody visited. Switching things off at the wall before locking up is the simplest saving available to any part-time owner.

For permanent residents, the highest-return work is ventilation and insulation rather than heating capacity. A dry house in this climate is a cheap house.
